So that you can have enough timeand physical energy to explore nearby, like: hiking on Mt. Keelung (基隆山), drinking Chinese tea at the City of Sadness Restaurant (悲情城市小上海茶楼), visiting the Gold Museum (新北市立黄金博物馆), visiting the neighbouring Jinguashi (金瓜石), and, of course, beautiful views of the Pacific Ocean.
Save time = save money. There are 2 hours round trip (Taipei Jiufen) and 2 hours waiting by public transport approximately. The more places you go, the more time you save by private transfer. Consider to your travel cost to Taiwan: flight, accommodation, meals, opportunity cost…The unit time cost should be TWD$400~500 or more per hour per person. So you can save $500*2H*6PAX= TWD$6000 at least, equal to the cost of private transfer almost.
You can visit Houtong Cat Village, Shifen Old Street (flying the sky lantern) and Miaokou Night Market in Keelung (庙口夜市) without additional time and transportation costs. Realistically, the cost difference between a public transfer and a private one is quite marginal. Especially when you travel with a big group.
